Conrail, the federally planned and financed Northeastern railroad, says it may need $144 million to $533 million in federal aid during 1981, partly because it expects a "fairly severe" recession this year. The railroad also says it does not expect Congress to approve the type of sweeping rail deregulation bill that would allow it to cut its costs significantly.
