Vance: US Afghan curbs stay as long as Soviets

Secretary of State Cyrus Vance said Monday that US sanctions against the Soviet Union will remain in effect so long as Russian troops are in Afghanistan and there are indications the Soviets are preparing for a long occupation. He said the economic sanctions -- including the ban on grain and high-technology sales -- will be lifted only when the Soviet troops withdraw.

But addressing the Chicago Council on Foreign Relations, Mr. Vance said the United States is prepared to continue other aspects of US-Soviet relations, including arms-control negotiations and SALT.
