Prime Minister Constantine Caramanlis's bid for the Greek presidency failed by just 21 votes in a parliamentary ballot Wednesday. The 300-member Parliament , which must elect a new president by May 19 to replace Constantine Tsatsos or wage a general election campaign, now faces two more ballots.
