Trade Commission faces shutdown over funding

The embattled Federal Trade Commission said it will shut down Thursday because of a ruling by the Justice Department that it cannot operate unless Congress gives it money. The FTC has been operating without authorizing legislation for the past three years but there will be no more money unless Congress acts on a bill.
