Obote returns to Uganda to seek its presidency

Former President Milton Obote flew back to Uganda to end nine year's exile Tuesday and pledged he would devote himself to rebuilding the country's shattered economy if his political party were voted into power. Dr. Obote flew from his refuge in Tanzania to the remote southern Ugandan village of Bushenyi, where in a speech to supporters he set out the political program of his Uganda People's Congress (UPC) party.

Dr. Obote, who was ousted by Idi Amin in 1971, spoke on behalf of his party, but his speech left little doubt that he expected to be its presidential candidate in elections due before the end of the year.
