Registration for a US draft could get going in July

Young men 19 and 20 years old will have to register at local post offices for a possible future draft under President Carter's registration funding bill, passed by the Senate Thursday, 58 to 34, Monitor correspondent John Cooley reports. President Carter was expected to sign the laws shortly. It provides $ 13.2 million to finance registration, which will involve filling out simple forms giving address, social security number, and vital data. The process could begin as early as July, with penalties of up to $10,000 in fines or prison terms for those resisting.

After a week-long filibuster by Sen. Mark O. Hatfield (R) of Oregon, who led the antiregistration fight, the senators also defeated a Hatfield amendment that would have reduced funding to the point where no registration could take place except in an emergency mobilization.
