Congressmen say Japan must cut surplus more

Seventy congressmen introduced a resolution Wednesday calling on Japan to take additional steps to reduce its large trade surplus with the United States. Rep. Charles Vanik (D) of Ohio, chief sponsor of the nonbinding measure, said that the trade deficit with Japan had averaged $10 billion in each of the past two years and that according to some estimates the deficit could reach $16 billion in 1981. He said Japan could help correct the imbalanced by removing trade barriers and restrictive business practices and by increasing job-creating investment in the United States.
