Detroit contract talks sag; convention carryover seen

The city and 9,000 striking municipal employees broke off negotiations Thursday, signaling that the walkout might well drag on into next week's Republican National Convention. The breakdown came just hours after the city rejected the latest contract counteroffer from striking Council 25 of the American Federation of State, County, and Municipal Employees.
