AFL-CIO executive board backs Cartert

Labor Secretary Ray Marshall made a personal pitch to AFL-CIO leaders Wednesday for their support of President Carter's re-election as the federation's policymaking council met to recommend an endorsement. Secretary Marshall was one of several administration officials on hand to soothe labor's dissatisfaction with Mr. Carter's jobs program, which led to widespread support for a $12 billion program in the Democratic Party platform advocated by Sen. Edward Kennedy. Shortly after the secretary's appearance, the council recommended endorsement of Carter and called for a meeting of leaders of all 107 affiliated unions to formally back the President.
