Wisconsin panel says fort is run by Cuban refugees

A fact-finding commission appointed by Gov. Lee Dreyfus says that despite stabbings, beatings, robberies, and "sporadic" sexual assaults on juveniles at the Cuban refugee center at Fort McCoy, the situation is "not out of control." But it said the refugees operated their own government within the compound, security was lax, and federal officials were "helpless at the hand of the internal Cuban elements."

Governor Dreyfus asked the White House for civilian personnel and military police to dismantle the refugee government inside the fort and prevent further assaults. The center is scheduled to close about Sept. 15, with 5,000 refugees being transferred to Fort Chaffee, Ark.
