Top US officials urge more plutonium output

Senior administration officials have approved a proposal to increase production of plutonium -- a key ingredient for nuclear weapons -- in the late 1980s. The proposal would mean that plutonium production would increase for the first time since the early 1960s, when the government began closing some nuclear weapons plants. The proposal now goes to the President for final approval. Mr. Carter faces a tough decision, since disarmament and the halt of the nuclear arms race are cornerstone of his foreign policy.
