Canadians talk in London about shift of constitution

Two Canadian government ministers have begun talks with British leaders on plans for transferring the Canadian constitution from London to Ottawa. External Affairs Minister Mark MacGuigan and Environment Minister John Roberts called on Lord Byers, leader of the Liberal Party in the House of Lords, with an explanation of the Canadian position. They also plan to see Prime Minister Margaret Thatcher and opposition leader James Callaghan. Prime Minister Pierre Trudeau wants to transfer the constitution, the 1867 British North America Act, from London by the end of the year so Canada can revise and modernize its federal system.
