Miami riot study calls for anticipating trouble

A study funded by the Law Enforcement Assistance Administration after last May's Miami riots suggests that police departments need to learn how to better analyze neighborhood tensions and potential violence. It calls for creative efforts to head off possibly major riots, including commitment by police administrators "to share power with the community for order maintenance. "It blames the Miami problems, in part, on lack of on-duty personnel when rioting was first reported, confusions about acceptable levels of police use of force, equipment shortages, poor communications, and lack of rumor control and intelligence-gathering mechanisms.
