Who's in charge here? Several member governments of the European Community (EC), facing steep hikes in their shares of EC funding to balance recent reductions in Britain's contribution, want the budget of the European Parliament trimmed.

But the parliamentarians, elected dirctly by the citizens of the nine EC countries, are calling for a $512 million supplement for 1980 and a controversial $29.7 billion 1981 budget. They feel their authority should override that of individual member nations.

France already has threatened to refuse to pay its share of the supplemental budget funds.It is believed West Germany and Belgium may do the same. There is speculation that the parliament, through the EC's Executive Commission, might have to sue for the money. Britain just happens to support the parliamentarians.m
