Israeli leaders sidestepped yet another Cabinet crisis and postponed decisions on a teachers-wage dispute, which had threatened to bring down the administration of Prime Minister Menachem Begin. A government spokesman announced that the dispute had been referred to a subcommittee headed by Mr. Begin and two key Cabinet members to seek a solution by next w eek.
