If oil cutbacks bring cold comfort to the German frau or fraulein, she can always wrap herself in a good warm coat -- so long as it isn't made of leopard skin.

Starting now, any woman with a leopard coat will have to face the law -- if not the glares of her peers. If challenged, she'll have to prove that she bought the coat before a new prohibition against owning skins of endangered species went into effect.

West Germany has long been conspicuously blase about endangered species. That woman with the leopard coat might have been glared at in London, but she would have been only admired in Duesseldorf.

West German mores probably haven't chang ed, but the law has.m
