The US is trying harder to halt the diversion of sensitive American high technology to the Soviet bloc. The Commerce Department has been authorized to add 15 members to the staff charged with controlling such exports.

The compliance division of the Office of Export Administration will open an office on the West Coast, home of many leading high-tech firms. The new staffers will be inspectors and criminal investigators.

Customs agents who raided a Soviet airplane in Washington May 13 apparently were looking for high-technology items. But there now are indications that the agents may have been mistaken as to the nature of the cargo.m
