Some of the luster is coming off those two Sunbelt superstars, Miami and Atlanta. Miami's image is taking a beating as a result of last year's riots and the continuing high crime rate. And the increasing value of the US dollar overseas is keeping foreign tourists away. Tourism declined by 10 percent in the first quarter of this year.

Atlanta, to many people, has become synonymous with the unsolved murders of 28 black youths. But city fathers also worry about the growing gap between rich and poor. Mayor Maynard Jackson has called on business to help defray the rising costs of public ho using. so far, there has been little response.
