Tip O'Neill and Dan Rostenkowski aren't the only Democrats with something to say these days, although it may seem that way. Outside Washington, Democratic speakers are still in demand at party fund-raisers and other functions. And if being the most asked-for means anything, there are some new movers and shakers to reckon with.

After the chicken and peas, Democratic audiences most want to settle back to hear speeches by Gov. Jay Rockefeller of West Virginia, Sen. John Glenn of Ohio, or Sen. Gary Hart of Colorado -- providing Senator Kennedy and former Vice-President Walter Mondale aren 't available.m
