Spain pushing for a gain in new pact on US bases

Spanish Foreign Minister jose Pedro Perez Llorca is in Washington for negotiations on a Spanish-American treaty providing for American use of four military bases in Spain. The Spanish-American Friendship and Cooperation Treaty , which expires Sept. 21, has been worth nearly $1.4 billion to Spain in loans and grants over the last five years in exchange for the use of the bases. Diplomatic sources said that in the renewal negotiations, now entering their third round, the Spa niards are pushing for a more advantageous deal.
