Democrat Wayne Dowdy narrowly defeated Republican Lisle Williams in a special election in Mississippi's Fourth Congressional District. Mr. Dowdy, a lawyer and mayor of the town of McComb, will serve the 1 1/2 years remaining in the term Republican John Hinson, who resigned April 13 after his arre st on moral charges.
