CIA's secret-agent chief resigns over allegations

Max Hugel, the Central Intelligence Agency's chief of secret operations, resigned after allegations in the Washington Post that he engaged in improper or illegal stock market practices before joining the CIA. The agency said Mr. Hugel stepped down as deputy director of operations, which handles clandestine agents and operations. At the same time he stated that published charges about his business activities in the mid- 1970's were "unfounded and untrue." CIA Director William Jr. Casey immediately appointed John Stein, a veteran in telligence career officer, as Hugel's permanent replacement
