Joint panel agrees to cut social security minimum

House-Senate conferees agreed to end the social security minimum benefit in February, despite an overwhelming but nonbinding House vote against reducing current benefits. About 3 million people are eligible for the minimum benefit -- $122 a month plus inflation adjustments -- given those who have not paid enough into the social security system to qualify for regular benefits.
