Reagan sees volunteerism as social-program channel

The private sector should find ways to "take over" things "that are not being very well done" by government social programs, President Reagan said Monday, adding that he intends to make a major address to the business community on volunteerism.

"The possibilities are limitless for what we can take over from what government has been doing," Mr. Reagan said at a breakfast with 20 business and civic leaders. Citing several examples in which he said the government had flubbed the job of helping the deprived, Reagan said private industry can run projects for the disadvantaged with less overhead expense than the government.
