Solidarity calls for new social order

Poland's free trade union movement Solidarity has announced bold guidelines for a new social order which would have been unthinkable in the Soviet bloc just 14 months ago. A draft program was released to 898 delegates attending the union's policy-making congress which was in its fourth day tuesday.

It called for a judiciary independent of Communist Party control and for the police to be removed from politics. The union also demanded an independent solidarity editorial board in the state broadcasting media as well as its own radio and television stations. It said part of the cause of the present crisis was because economic power had been combined with political power in what it called "suicidal centralism".
