A friend says that Broadway-wise New Yorkers simply didn't want to lose their leading stand-up comedian. But this week's boffo ballot act by Mayor Ed Koch, who won reelection as both a Democrat and a Republican, was followed by more than one-liners. For example, the mayor took note of his city's minority needs and racial relations , which he had been charged with neglecting, and pledged to bring the community together. It's something on which not only Mr. Koch's two parties but everyone else ought to agree.
