Quebec premier asks 'no' from Britain on charter

Quebec Premier Rene Levesque has asked British Prime Minister Margaret Thatcher not to approve Canada's new constitutional package, which her government is expected to propose in the British Parliament this week.

Mr. Levesque was the only provincial premier to reject an agreement on constitutional reforms which the nine other premiers signed last month with Prime Minister Pierre Trudeau.
