The government-controlled newspaper Soviet Russia finds comfort in the decline of disco music in the US, noting that ''big show business miscalculated when it bet on disco to neutralize the social and political thinking of youth.'' With the fading of disco, according to the paper, American ''students are becoming active again, unionized workers are gaining greater influence, progressive ideas are becoming more widespread, the antimilitarist, anti-racist mood has grown.''What the publication failed to mention is that the disco beat goes on - not least of all in the Soviet Union itself, where albums go for $50 or more on the black market. Prices like that are enough to turn any Soviet youth into thinking ''big business.''
