25,000 arrested, 10 killed in wave of strikes in India

Police arrested more than 25,000 people in connection with the 24-hour antigovernment strike that ended Tuesday, the Press Trust of India reported.

Ten people were killed in the strike, which trade union organizers called a success and the government called a flop. It was called to protest against government preventive detention and antistrike powers.

Millions of Indian workers returned to work Wednesday after only partly succeeding in shutting down commerce, the news media, factories, and banks with Tuesday's walkout.
