Poland's martial law authorities have the upper hand at the moment and are using it to jail leaders of Solidarity. They should heed well, however, the union's message scrawled on a warehouse wall in the harbor town of Gydnia: ''Winter is yours, spring will be ours.'' The popular revolution has been squelched; it is clearly far from over.
