A shortfall in oil revenues could put a crimp in Alaska's 25th anniversary celebration in 1984.

The state government collected $2.2 billion less than expected last year as its share of the profits from North Slope oil. Next year's budget will be cut back accordingly. Already the administration of Gov. Jay Hammond has decided to whack out $500 million in capital spending.

Although an organization called Alaska 1984 has been contracted to plan the 25th-year observance, the nature of the event, including its duration, has not been decided.

A spokesman for the governor says that in the light of the recent revenue slump, Mr. Hammond is reserving judgment on just how big a ''bash'' the state should sponsor.
