A similar, potentially important meeting in Poland's ''big brother,'' the Soviet Union, seems likely to be put off.

Senior Soviet officials privately dismiss reports in Moscow diplomatic circles that the Communist Party Central Committee will convene this month. They say the session will occur sometime between April and June. These officials, including Central Committee members, say final touches are still being put on a long-promised food program to counter shortages - the announced focus of the session.

There is strong interest in the meeting because the committee theoretically can make changes in the top Soviet leadership.

A series of recent events, including the death of Politburo ideologist Mikhail Suslov, have led some diplomats to speculate that changes at or near the top of the Soviet power structure may be in the offing.m
