USSR may mine seabeds unless US signs treaty

The Soviet Union gave state enterprises a go-ahead to search for minerals on the ocean bed in an apparent effort to pressure Washington into signing an international Law of the Sea treaty. The Tass news agency announced the plan to develop areas beyond territorial waters, but it said the plan would be scrapped if an international agreement on developing seabed resources was worked out.
