Rethink arms and threats, former US general urges

Retired Army Gen. Maxwell Taylor said President Reagan may be spending military dollars on the wrong weapons and urged Congress to demand a clear assessment of military threats to the United States.

Speaking to the congressional Joint Economic Committee about Mr. Reagan's proposed $1.6 trillion, five-year military spending plan, the retired four-star general and former chairman of the Joint Chiefs of Staff said the Reagan administration, like others before it, focuses attention on specific weapons proposals but ignores the overall strategic picture.
