UN chief reports failure to achieve Mideast cease-fire

United Nations Secretary-General Javier Perez de Cuellar reported to the Security Council Sunday that he had failed to achieve a cease-fire in the Lebanon fighting and that invading Israeli forces overran or bypassed UN peace-keeping troops.

On Saturday, the Council unanimously appealed to Israel and the Palestine Liberation Organization to end all military activities by 6:00 a.m. Lebanese time Sunday and requested Mr. Perez de Cuellar to report within 48 hours that the fighting had stopped.
