The US Immigration and Naturalization Service wants to cut free of the task of keeping tabs on foreign students in the US.

The agency has proposed a new rule leaving to schools the enforcement of such annual rites as alien registration for foreign students. The rule is based on a study that concludes foreign students don't break immigration law more than any other aliens. But some INS examiners oppose the change. They argue that the rule leaves enforcement up to the very colleges and universities that are hungrier than ever for tuition dollars. This makes it tempting, they say, for hard-pressed schools to advise their students on how to skirt the law.

These INS employees say their experience with foreign students has included many cases in which they use their status to get around immigration laws.
