Peru highlands on alert over guerrilla attacks

The civilian government declared a state of emergency and suspended the civil rights of 20,000 people in the central highlands because of guerrilla attacks that killed the fifth police officer in less than a week.

President Fernando Belaunde Terry declared the 30-day state of emergency, which applies to people in the Andean provinces of Andahuaylas, Cangallo, and Lamar, 250 miles east of Lima.
