It's not what you would call reassuring.

Prof. Anthony de Crespigny, one of the main architects of a package of constitutional reforms meant to put South Africa on a more stable path, has left the country. His emigration to London, after working on the key constitutional committee of the President's Council, has raised many eyebrows and questions in this country. A Cape Town newspaper found his departure so troublesome it has called on Prime Minister P. W. Botha for an explanation.

Even if the professor's emigration was for personal reasons, ''it will hardly be seen as a vote of confidence in this country's future,'' the newspaper said.m
