Top GOP tacticians are pacing the floor like expectant parents. The object of interest: September's unemployment rate. It's the last released before the November election. GOP hopes will droop if unemployment - now 9.8 percent - tops 10 percent. Many congressional races are close. A rise to double-digit joblessness - though small when counting the number of additional idle workers - could sway thousands of voters to back Democrats. GOP strategists say an rise in unemployment could help Democrats win at least three more congressional seats.

In the latest New York Times/CBS News poll, Democrats took top honors when voters were asked to name the party most capable of handling unemployment.
