The AFL-CIO is extending a hand to South Africa's emerging black trade unions.

A visiting delegation recently committed the federation to a ''growing relationship'' with South African unions - including education and training for South African workers and union staff members. But not all South African unions welcomed the visitors. Two of the most anti-government black unions refused to meet the delegation.

The reasons: the US policy shift toward Pretoria under Reagan, and suspicion that the delegation had links with the CIA.
