Canada pursues recovery in another Cabinet shuffle

Herb Gray, the industry minister who helped create Canada's stringent rules for foreign investment, was shifted to a different post Thursday, Monitor contributor David Milne reports.

It was the second Cabinet rearrangement in a month by the government of Pierre Trudeau, now trying to mount a major economic recovery program. Mr. Gray, who becomes minister of the Treasury Board, will no longer oversee the operations of the Foreign Investment Review Agency, a screening board much disliked by investors in the United States and Europe. His successor is Ed Lumley, formerly minister of international trade. Donald Johnston, formerly at the Treasury Board, will go to the Ministry of State for Economic Development.
