African organization starts big gathering in Zaire

Leaders from France and more than 40 African countries meet today (Oct. 8) for the largest continental gathering since an Organization of African Unity (OAU) summit in Libya earlier this year failed for lack of a quorum.

Presidents Mobutu Sese Seko of Zaire and Francois Mitterrand of France are seen here as the chief architects of ''OAU II,'' a mammoth, two-day African gathering. According to Mr. Mobutu, 43 of the 50 OAU members were to be represented.
