With US-Soviet relations looming so large in American foreign policy, it is ironic at least that the academic study of the Soviet Union has dangerously declined in the United States. Old Russian hand Averell Harriman is doing something about it - to the tune of $1 million to support the Russian Institute at Columbia University. Other support for Russian studies is reportedly being considered by the Rockefeller Foundation and in Congress. It is a welcome trend. To know one's adversary is the beginning of security - and perhaps also of that understanding which can become reciprocal, turning adversaries into friends.
