FCC chief: broadcasters need regulations freedom

The nation's broadcasters should be as free of government regulation as newspapers, Federal Communications Commission chairman Mark Fowler said.
In a speech to the North Carolina Association of Broadcasters, he called on Congress to make extensive changes in the Communications Act, which covers broadcast content and other aspects of the business. Mr. Fowler urged relaxing FCC rules that permit challenges to licenses from competitors, restrict the number of stations one broadcast firm can own, and require that equal time be given to opposing points of view.
