West pins rights talks to Soviet commitment

The Western allies made firm Soviet commitments on human rights the condition for doing business Tuesday at the new round of the European security and cooperation conference.

Talks resumed after an eight-month recess with East and West still bitterly divided over continued communist violations of human rights provisions of the 1975 Helsinki Accords.
