Chinese Foreign Minister Huang Hua and his Soviet counterpart, Andrei Gromyko , met Nov. 16 and agreed to continue talks to normalize relations between their countries, Tass news agency said.

The meeting in Moscow between the foreign ministers represented the highest-level contact since 1969 between representatives of the two communist giants, who have been bitter rivals for two decades.

The Soviet news agency quoted Mr. Gromyko as saying the Soviet leadership attached ''great significance'' to normalizing ties with Peking.
