1982 'Winners'

The Committee on Public Doublespeak of the National Council of Teachers of English announced November 19 these 1982 recipients of its awards:

* Doublespeak Award: The Republican National Committee for a television commercial depicting a postman delivering social security checks ''with the 7.4 percent cost-of-living raise that President Reagan promised.'' In fact, the cost-of-living increases had been provided automatically by law since 1975.

* The George Orwell Award for Distinguished Contribution to Honesty and Clarity in Public Language: Stephen Hilgartner, Richard Bell, and Rory O'Connor for their book, ''Nukespeak: Nuclear Language, Visions, and Mindset,'' (San Francisco: Sierra Club Gooks. $14.95. Reviewed in The Christian Science Monitor Nov. 5.)
