Not all the lame ducks are in Washington this week.

In Michigan, where a Democrat will succeed GOP Gov. William Milliken, the state's Democratic Senate caucus had said flatly it would confirm no more Milliken appointments after Nov. 10. Milliken insists he was elected for a full term and it's unfair not to consider the merits in each case. He's managed to squeeze a few appointments through. On the other hand, outgoing California Gov. Edmund G. Brown Jr. - with a politically simpatico Legislature - is making a raft of judicial appointments. Still, some lame ducks have managed to fly over such obstacles.

A severe fiscal crisis has led outgoing Minnesota GOP Gov. Albert Quie and the Democratic-controlled Legislature to negotiate a tax increase. m
