Begin insists PLO forces be first to leave Lebanon

Prime Minister Menachem Begin said Israel is insisting in negotiations with United States envoy Philip Habib that Palestinian guerrillas leave Lebanon before Israeli and Syrian forces withdraw.

Mr. Begin's comments before the 30th Zionist Congress came shortly before he was to meet Mr. Habib and Morris Draper in an effort to break the procedural deadlock that has held up the start of withdrawal talks. Mr. Habib and Mr. Draper were expected to present new American ideas to resolve the impasse and lead to the withdrawal of 30,000 Israeli, 40,000 Syrian, and 10,000 Palestinian fighters from Lebanon.
