Miami mayor names panel to study race relations

Mayor Maurice Ferre appointed a blue-ribbon committee made up mostly of blacks to determine whether poor relations between police and minorities may be to blame in a police shooting that set off three days of violence in the Overtown ghetto.

Mayor Ferre said his committee would not duplicate the efforts of five other investigations being conducted by city, state, and federal authorities on the shooting, because his panel would examine general policy and not specifics. Mr. Ferre refused to respond to a claim by City Manager Howard Gary that the police officer who shot the black youth had ''committed a violation of police procedure'' when he and his partner left their assigned patrol and drove into Overtown.
